  1. They could have formatted the sign to avoid the full stops altogether. It’s strange that they elected to punctuate one sentence but not the other…

  2. Back when I was editing magazines, omitting the end punctuation on a multi-sentence headline was a standard magazine style. I wouldn’t have transferred that style to a sign, though.
